| BOARD
OF GOVERNORS |
|
A.
|
The Ontario
Junior 'B' Lacrosse League shall be governed by a Board of Governors
(called the Council). This Board shall be responsible for the operations
of the Junior "B" League within the framework of the C.L.A.
and O.L.A. Constitutions.
- The Council
shall consist of one person from each member club in good standing.
Each Member club shall have one alternate.
- Each Governor
shall have one vote at Council Meetings.
- A quorum
shall consist of 2/3 of the Clubs in good standing.
- Any vote
will be won by a simple majority of the Governors in attendance.
Ties shall be broken by the Chairperson's vote. The method of
voting will be in any manner acceptable to the Council. If the
vote is to be other than a show of hands, it must be requested
prior to the vote (Exception - III A)

B.
|
Duties of the
Council:
- At the meeting
prior to the O.L.A. Annual General Meeting, appoint/elect their
Commissioner for the following season, (to take effect immediately).
An Assistant Commissioner may also be appointed if necessary and
at the discretion of the Council.
- At this same
meeting, select other League executive, i.e. Secretary/Treasurer.
(as necessary)
- At this same
meeting, determine the Honorarium, for the following season, for
each member of the Executive.
- Select a
committee to hear applications for League expansion and bring
their recommendations to the September meeting.. Franchise applications
must be submitted with appropriate fees and in the proscribed
format prior to Sept. 1st.. (See Section IIIA & E, Section
IVA, B, & C)
- Annually
select a committee to prepare proposed amendments to the O.L.A.
Constitution, for discussion and approval at the September meeting.
These will then be submitted to the OLA to be considered by the
membership at the OLA-AGM in November.
- Hear, discuss
and vote on proposed amendments to the League Bylaws, Policy &
Procedures. These amendments may be presented, discussed and voted
on at any regularly scheduled meeting.
- Generally
be responsible for the operation and conduct of the League. Once
the Bylaws, Policy & Procedures have been approved for the
current year, the Commissioner shall have sole responsibility
for the administration of these rules.
- The Governors
shall place the betterment of the League above their own Club
interests.

| COUNCIL
EXECUTIVE |
| A. |
The Council
Executive shall consist of:
- Commissioner
- Assistant
Commissioner(s) - (if appointed)
- Secretary/Treasurer
|
| B. |
Responsibilities
of the Executive:
- The Commissioner
shall:
- preside
over all Council Meetings.
- represent
the Council at all O.L.A. Board of Governors meetings
- conduct
the business of the Junior 'B' Council as directed by the
Governors.
- cast
the deciding vote in the event of a tie.
- immediately
rule on the discipline of teams according to League and O.L.A.
guidelines.
- immediately
rule on player and team personnel eligibility under the guide-lines
of the O.L.A. & C.L.A. Constitutions.
- finalize
and distribute the League schedule at least thirty days prior
to the first league game.
- oversee,
as necessary, the settings of the Play-off Schedules, in conjunction
with the play-off contenders and have the authority to settle
all date disputes.
- prepare,
distribute, collect and count ballots for League awards. Make
arrangements to obtain the awards and notify the O.L.A. of
the winners' names.
- represent
the Council in any negotiations pertaining to play in the
Founders' Trophy tournament.
- ensure
that the Ontario Host will conduct the Founders" Trophy
Tournament in accordance with C.L.A. guidelines.
- approve
all club registration forms and forward appropriate copies
to the O.L.A. Office for governing body approval. Receive
and distribute all approved forms.
- approve
all player movement within the guidelines of the O.L.A. and
C.L.A. Constitutions.
- supervise
the role of the Secretary/Treasurer (and Assistant Commissioner,
if appointed).
- receive
and schedule for presentation, at the September meeting, all
new franchise applications.
- represent
the Council in all matters pertaining to officiating.
- have
no affiliation with any Junior "B" Club.
- The Assistant
Commissioner (if appointed) shall:
- A. fulfil
the duties of the Commissioner in his absence and any other
such duties as required by the Council or Commissioner.
- have no
affiliation with any Junior "B" Club.
- The Secretary/Treasurer shall:
(Secretarial Duties)
- arrange for the distribution of the agenda prior to all
meetings.
- record and distribute the Minutes of all League Meetings
within ten days of that meeting.
- perform such other duties as shall be required by the Council
or Commissioner.
(Treasurer's Duties)
- Receive all funds payable to the Council and deposit same
in the Council Bank Account. (Transfer dormant funds into G.I.C.'s,
etc. to obtain the best interest rate possible).
- Pay all debts as incurred by the Council. All disbursements
shall be co-signed by the Commissioner.
- Notify Clubs of their outstanding debts and fines.
- Maintain financial records of the Council.
- Prepare a year-end financial statement for presentation to
the Council.
- Make available, all financial records to the O.L.A. audit
committee for review, if required.

III |
| LEAGUE
MEMBERSHIP |
| A. |
New membership
in the League must be approved by a 75% majority vote of the Board,
at the September meeting (see Section I B 4). Application must also
be made to the O.L.A. for approval. |
| B. |
Membership fees
shall be
. (as set out in Section IV). |
| C. |
All existing
members must file a declaration of membership for the following season
prior to the OLA-AGM in November. |
| D. |
In the event
of a team withdrawing from the Council, the balance of that team's
league equity in the league shall remain the property of the Council. |
| E. |
New franchise
application format
(see Appendix 1.).

IV |
| JUNIOR
"B" COUNCIL MEMBERSHIP FEES |
| A. |
New franchise
fees are $3500.00 payable with application for membership. |
| B. |
New members shall
post a $1,000.00 performance bond with the Council (also with the
application). This bond shall be returned after the satisfactory completion
of two seasons of play within the League. |
| C. |
New Members must
pay an equity share of the Council's bank balance (Balance at the
current year-end, divided by the number of teams). This payment will
be due at the Semi-annual meeting in early March. |
| D. |
Each Member Club
will pay an annual League fee. Any proposed increases in this fee
are to be approved by the Council at the annual scheduling meeting. |
| E. |
Each Member Club
will pay an annual All Star Game fee. Any proposed changes in this
fee are to be approved by the Council at the annual scheduling meeting. |
| F. |
Each Member Club
will pay a Founders' Trophy fee of $20.00 per home game during the
regular season, to create a fund from which the Tournament entry fees
(and such other expenses as may be determined on an annual basis)
shall be paid. |
| G. |
Each Member Club
participating in Playoffs, will pay a Playoff fee of $40.00 per home
Playoff game. |
| H. |
Fee payment dates
will be set annually and a payment list provided to each team.
(Late payment may be subject to a fine, see Section XI F 6) |

V |
| MEMBERS'
RESPONSIBILITIES |
| A. |
It shall be
the responsibility of each Member Club to:
- Ensure that
their Governor or alternate be present at all Council Meetings.
(see Section XI F 1).
- Confirm
dates and times for all League and Playoff home games.
- Provide
(if necessary) up to 30 gate passes for visiting players and team
personnel.
- Provide
a qualified game timekeeper, thirty-second timekeeper, scorekeeper
and announcer for each home game.
- Provide
visiting team with 2 bags of cubed ice and a case of 24 cans of
cold "Name Brand" pop for each home game. (see Section
XI F 4)
- Ensure that
game results are phoned and faxed into the League statistician
immediately after each home game, as per annual O.L.A. direction.
(O.L.A. fine for non-compliance)
- Submit to
the Commissioner their final list of signed players by July 2nd,
and again by July 15th. (see Section VII A & Section XI F
3)
- (a) Ensure
that all players are dressed uniformly in proper team colors,
including helmets, sweaters, shorts and socks. (the O.L.A. dress
code must be adhered to)
(b) Ensure that the League Crest is sewn on the right side
chest of all playing uniforms, home and away.
- Ensure the
good conduct of all Club personnel at all League functions.
- Prepare
a proper program for all home games and ensure that your list
of players is provided to the host Club, (for all away games),
in sufficient time to allow for the preparation of their program.
- Ensure that
all players and team personnel shall be neatly attired arriving
for and leaving all League functions, in which they are a participant.
- All other
duties that may be required of them by the Council or the O.L.A.
(i.e. completion and submission of forms on time - see Section
XI F.10).

| PLAYOFF
REVENUE |
| A. |
In the event
of an odd-game situation in a playoff series, there will be no split
of revenue. The home team will pay all game-related expenses except
travel. (O.L.A. Constitution - R19.07, .08 & .09 are deemed
to have been deleted for the Jr.B League.)

VII |
| PLAYERS
AND PLAYER MOVEMENT |

A.
|
By the July 2nd
final signing date, each Club must submit to the Commissioner, their
final list of players. Included with this list must also be a list
of all other players signed and then released during the season. The
maximum number of signed players, at any given time, is twenty-three.
This "Final" list must be presented again by July 15th.
(See O.L.A. Constitution R6.08, .09, .14a &b) |
| B. |
If a signed player
is released unconditionally at any time during the playing season,
the Commissioner must be notified within twenty-four hours. |
| C. |
The Commissioner
will notify, on a weekly basis, or as necessary, all Clubs of any
players released during the past week(s). |
| D. |
Clubs within
the Council may release players to another Club within the Council.
A copy of all releases must be submitted to the Commissioner along
with a new, signed player's certificate within twenty-four hours of
the completion of the transaction. |
| E. |
Player certificates
must be submitted to the Commissioner for his approval as per the
O.L.A. Constitution. If certificates are late, a fine will be assessed.
(see Section XI F 2)

& PROTESTS |

All appeals
and protests must be in writing, and accompanied by the appropriate
fee (as per the O.L.A. Constitution Sections R15, R16 and R17)

FEES |

The Adult admission
fee for all O.L.A.- Jr. B regular season games will be $5.00 (Student,
Child and senior fees, as well as special promotions, will be left
to the discretion of each Club.) |

fee for all O.L.A.- Jr. B playoff games will be set at $6.00

| FACE
MASKS |
| A. |
Only unaltered,
C.S.A approved hockey masks, (HM30 and above) and (for goaltenders
only) Field Lacrosse helmets and masks (and such others as may be
approved by the OLA) may be worn in Jr. B League games, to comply
with the Insurance Company's decision.

| LEAGUE

A.
|
If there is
a tie for the final play-off position(s), the following procedure
will be in effect: (see O.L.A. Constitution Section R 1.06)
- The record
between the clubs tied.

- A tiebreaker
game with "sudden victory" overtime periods, will be
played at a neutral arena. The game shall take place within forty-eight
hours of the final League game and the Commissioner shall select
the site. Teams shall be responsible for the cost of the referees
and travel to the neutral arena. The Commissioner shall make arrangements
for assignment of referees, arena, minor officials, etc. Gate
receipts shall be used to offset League expenses and any additional
profits shall be split 40-40-20 with the 20% share going to the
neutral Host Club.

XII |
| FOUNDERS'
TROPHY TOURNAMENT |
| A. |
The Ontario
Jr. B Council may be represented each year at the Founders' Trophy
Tournament, by the Championship team from both the East and West Divisions.
They will attend as the Ontario Champion and Ontario Finalist. |
| B. |
If the Ontario
Jr. B Club who is hosting the Tournament, is not one of the division
winners, then they shall be permitted to enter the Tournament as well,
(as the 'Host' team). |
| C. |
The Council
shall pay the entry fee to the Founders' Trophy Tournament, for the
Ontario Champion. Payment of the entry fee for the second team will
be determined on an annual basis. |
| D. |
The Council
shall contribute financially to the Championship team traveling out
of Ontario to participate in the Founders' Trophy Tournament. (Amount
of contribution to be determined on an annual basis). |
| E. |
Applications
to host the Founders' Trophy Tournament for the following year, must
be made to the Jr. B Council at the OLA Semi-annual meeting. The winning
presentation may then be made at the C.L.A. Semi-annual meeting in
June. This will allow the selected Host, one full year to properly
prepare for the event. |

XIII |
| ALL
STAR GAME |
|
A.
|
The All-Star
Game shall take place annually, in a format and at a location to be
decided at the Semi-annual meeting in the year prior to the event. |
| B. |
If a Club wishes
to host the All-Star Game in the following year, they must make a
presentation to the Members at the March Semi-annual meeting. |
| C. |
The All-Star
Game shall be played on the third Saturday in June. |
| D. |
Each Member Club
shall pay an annual All Star fee, which will be determined annually
and this shall be used to offset "designated" expenses incurred
in the running of the event. (ie. Uniforms, pre-game meal, etc.) |
| E. |
The Council will
purchase All Star uniforms in the designated League colors (Red &
White & Black). These will be given to the players as a memento
of their participation. |
| F. |
Clubs applying
to host the All-Star Game shall be responsible for the following:
- Purchase
player-of-the-game awards (one for each team).
- Pay Officials
and provide the necessary supplies as for a League home game.
- Prepare
a program.
- Provide
a pre-game meal for the players, team personnel and two executives
from each Member Club.
- Provide
arena floor time for each team, individually, as required.
- If a Council
meeting is scheduled, provide an adequate meeting room and mid-afternoon
coffee break refreshments.
- Prepare
a written report regarding the All-Star game and present it to
the Council at the September meeting.
- A skill
competition and awards, to be approved annually by the Council,
may be provided for the All-Star players.
- The Players
and Coaching Staff for the All-Star Game shall be determined annually,
for the East and West divisions, as follows:
- Coaches:
The Coaching staff-of-the-Year from the previous season will
be the Coaches for their division, (if they are still actively
involved in the League and wish to coach in the All-Star Game).
Alternatively, the coaching staff with the highest percentage
in their respective divisions, as of June 1st of the current
season, will be asked to coach that division's All Star team.
- Players:
Players from each team will be selected by their Club's coaching
staff (according to the criteria set for that year), to represent
that Club on the All Star Team, for their division. The leading
goaltenders in each division will be selected to play and the
Coach of each All Star Team will select the third goaltender
from any team within his division.

| AWARDS
& TROPHIES |

A.
|
At the All-Star
Game meeting, each Club will submit, to the Commissioner, a list
of nominations (one in each category) for the following League awards:
- Most Valuable
Player
- Most Valuable
Defensive Player
- Most Sportsmanlike
Player
- Rookie of
the Year
- Coach or
Coaching Staff of the Year

| B. |
The Commissioner
shall prepare a ballot for voting and distribute it to the Clubs within
seven days. These ballots must be completed and returned to the Commissioner
within seven days. The Commissioner will count the votes and determine
the winners. |
| C. |
Clubs may nominate
someone from a team other than their own. |
| D. |
Clubs must vote
in all categories for which they have nominated someone, but they
may not vote for anyone affiliated to their own team. Not voting
in a category will automatically disqualify that Club's nominee
in that category.

| E. |
Failure to submit
nominations on time, or to return the completed voting ballot to the
Commissioner on time, will result in a fine for each occurrence. (see
Section XI F 5) |
| F. |
The following
Awards will also be presented but are non-voting:
- Top Goaltender(s).
- 2. Leading
Scorer.
|
| G. |
The commissioner
will arrange for the purchase and presentation of awards. (With the
exception of those provided by the O.L.A.) |
| H. |
League and Play-off
Championship Trophies:
- It is the
responsibility of the Championship Team to have the engraving
plate completed and affixed to the trophy.
- 2. All League
Trophies must be returned to the Commissioner by July 15th. (see
Section XI F 9) (O.L.A. Trophies must be returned as per Constitution
R 2.02)

| I. |
Player-of-the-Game
Awards are to be presented to the MVP of each team, at the conclusion
of each regular season game. Awards must have a minimum value of
$10.00.
Gift certificates for local establishments may only be presented
to the home team player. Awards for visiting team players should,
also not be a souvenir of the home team.

XV |
| SUSPENSIONS
& FINES |
| A. |
All Club fines
will be assessed in accordance with the Council Bylaws, Policy &
Procedures manual, and in conjunction with the O.L.A. and C.L.A. Constitutions. |
| B. |
In the event
of a suspension (for an action too severe to be covered under the
O.L.A. Minimum Suspension Guidelines), the Club will be notified (by
the O.L.A. or the Commissioner by phone and with a follow-up letter),
of the suspension rulings. |
| C. |
When a major
infraction requires a ruling, as to the duration of the suspension,
the Commissioner will confer with the O.L.A. Technical Director to
determine the number of games to be served. Each occurrence will be
dealt with on an individual basis, and the Commissioner will endeavor
to speak with the individual involved, as necessary. |
| D. |
All fines assessed
by the Council, or the Commissioner, are due immediately upon receipt
of written notification. Fines not paid prior to the next meeting
will result in the team losing their right to speak or vote at meetings,
until such time as the fines are paid. |
| E. |
The Junior B
League will honor all suspensions assessed by any O.L.A. or C.L.A.
affiliate organization. |
| F. |
Junior B League
fines shall be as follows:
- Not having
a representative at a Council Meeting $ 100.00
- Failure
to submit player certificates on time 100.00
- Failure
to submit final lists of players or notify Commissioner of player
releases on time 50.00
- Failure
to provide "game day" supplies 50.00
- Failure
to submit Annual Award nominations, or to return completed
voting ballots on time 100.00
- Late payment
of fees 50.00
- N.S.F. cheque

- No-show
